You have to provide your own power supply and the rating and output of the power supply used does seem to have some impact on the Neewer output. But the reason it looses two stars is simple, It delivers almost 15% higher voltage that the 1976 DIN standard 45 595 actually specifies: Essentially you want to measure between 11 volts and 48volts (across pins 1 & 2 and again across 1 & 3) and less than 10mA across pins 1 and 2. But here's what the Neewer gave me...
Powering the Neewer with a Microsoft USB phone power supply (230v/5v/2.1Amps) I recorded 55v/5.5 at the mic pins of the Neewer XLR jack; and with a Novation AudioHub I got 54.2v/5.7mA. Finally I tried a RavPower Extreme lithium battery that is rated to deliver 5v/2.1Amp max. It gave 54.5v/6mA on those Neewer mic pins.
I've just ordered this: https://www.amazon.co.uk/gp/product/B07RQKTV9W/ref=crt_ewc_title_oth_4?ie=UTF8&psc=1&smid=A2F8QLCOTTO5U7 from amazon. With a 1 amp output, it should more than do the job.
So great construction, but a little wobbly on the all-essential electronics, If this is meant to be a managed power supply, then I have to conclude that it doesn't do a good job - irrespective of the physical construction of the case... a kind of "never mind the quality feel the width". When I'm done with my current project I may re-purpose the components for something else.

POST SCRIPT 1
I've down graded my rating to two stars, because I cannot use this unit to power my TiE TCX110 guitar condenser mic. (https://www.amazon.co.uk/gp/product/B077YD9CR3/ref=ppx_yo_dt_b_asin_title_o02_s00?ie=UTF8&psc=1). Rated at 48V the Neewer with its 55v output is simply over driving the TiE - the TiE works perfectly with the phantom power output from my Marshall Amp. I to the reseller for advice, but after more than 4 days, I still don't have a reply.
Maybe I have a bad example, but I urge caution in buying this to anyone who is looking for a reliable "all-round" phantom power supply unit. Judging by other low star reviews, I'm thinking this unit suffers from really poor quality control... some may be great... mine and others are certainly not.
POST SCRIPT 2
I've downgraded my rating yet again to 1 star, and I would have reduced it to NONE if at all possible. I wrote to Neewer two weeks ago through the Amazon link, with a simple query abut the product- but no reply. I then approached Amazon customer services who wrote on my behalf, and I wrote again. 7 days and still no reply.
I've bought Neewer products in the past that were OK. And it's reasonable to expect that something will fail from time to time. It's how the reseller then deals with it that counts. And in this case they haven't replied to three separate contacts, one from Amazon. So I won't be buying any more Neewer products. Amazon customer services on the other hand, were great.
